This may be due to continuous wideband interference which occupies the same channels used by your system but which is 20dB stronger and trasmitting 100% of the time, a voice network which is suffering from inadequate signal and SNR, water ingress in an antenna connector or simply just because a public Wi-Fi access point has been stolen!
